Source of Information. The guide was based on interviews with a range of PPA buyers and the review of the BRC-A’s Technical Advisory Panel, which includes developers, buyers, financiers and consultants with experience in renewable energy PPAs. If you have feedback, please email Xxxxx Xxxxxx (xxxxxx@xxxxxxxxxxxxxxxxxx.xxx.xx). Contents Introduction 4 The Roles and Types of Consultants 5 Engaging a consultant 8 Using consultants across the PPA journey 10 Costs 14 Appendix A: BRC-A members that provide consultancy services for PPAs 16 Introduction Very few organisations have the internal resources and capacity to make a renewable energy power purchase agreement (RE PPA) on their own. Energy is not their core business and a RE PPA is very different and more complex than a traditional retail electricity contract. Consequently, for most organisations, external consultants are an important part of the journey to make a RE PPA. The primary role of the Business Renewables Centre – Australia is to support PPA buyers within information, education, training and advice. The BRC-A regularly runs ‘buyer bootcamps’ to develop the capacity of buyers to enter RE PPAs. In these bootcamps, buyers often ask questions about how to best go about engaging and using consultants. This guide collates the experiences of other buyers who have already gone through the process. For this guide, we interviewed a range of buyers from public and private sector organisations. The guide contains five sections: • the roles and types of consultants: energy market, legal, accounting, probity, due-diligence and peer review • how to engage a consultant: tips and templates for engaging a consutant • using consultants across the PPA journey: from determining if a PPA fits with organisational goals through going to market and negotiation to managing post-contract administrative arrangements • costs: a rough guide to the types and quantum of cost • service-providers: Appendix A contains a list of BRC-A members that provide consultancy services for RE PPAs The purpose of this guide Consultants can play a range of roles in RE PPAs: • they bring specialist knowledge in areas such as wholesale electricity markets and pricing, business case development, procurement strategy, evaluating proposals and PPA contractual terms that few if any organisations will hold internally • they can develop the capacity of internal staff in related areas such as finance, accounting and legal departments • they can support internal decision-makers...
