Soil Compaction Restrictions. In order to prevent soil resource impacts, ground-based mechanical felling and yarding are restricted to periods when one or more of the following conditions occur:
a. Soil moisture content at 4-inch depth less than 20% oven-dry weight.
b. Minimum frost depth of 4 inches.
c. Minimum snow depth of 18 inches, loose, or 12 inches, packed.
