Site Identification or Discovery. Anyone can dis- cover a site. However, concerned citizens are the ones who frequently call the local or state health department or EPA to report a release (or the threat of a release) of a hazardous substance to the environ- ment. Once identified, EPA enters information about the site into the CERCLA Information System (CER- CLIS) database that tracks all sites investigated using funds from CERCLA.
