Section 15.3.3. Step Three. 2 If no settlement has been reached within the fourteen (14) working days referred to in the 3 preceding subsection and the Association and the grievant believe the grievance to be valid, the 4 grievance may, within ten (10) working days of the answer above, be submitted in writing to 5 either FMCS or PERC arbitration as mutually agreed by both the Association and the District.
