ROU Railway Project. 3.3.1 ROU through the Ministry of Transport and Public Works - duly authorised by the owner of the infrastructure (State Railways Administration), will build and maintain the “CENTRAL RAILWAY” Railway Project that joins the Port of Montevideo with the city of Paso de los Toros according to the specifications and within the period indicated in Clause 3.3.2. 3.3.2 For such purposes, ROU has elected to call the international Public Bidding for its execution by means of a Public-Private Partnership contract, for: (a) executing the engineering, design, financing, repair, rehabilitation, and construction of the Railway Project in accordance with: i. the document entitled ”Railway Specifications”, which has been attached hereto as Annex 5.1 (hereinafter referred to as the ”Railway Specifications”); and ii. the document entitled “Railway Schedule” which has been attached hereto as Annex 5.2 (hereinafter referred to as the “Railway Schedule”)which provides, A) bid phase, reception of offers, evaluation, intervention of the Tribunal de Cuentas de la República as prescribed by Uruguayan laws, procedures, and definitive adjudication to contractor shall be completed by October 2018;
