Retention of Rights. 4.1.1 All management rights, functions, responsibilities, and authority not specifically limited by the express terms of this Agreement are retained by the Employer and remain exclusively within the rights of the Employer. No right enumerated herein shall be exercised or enforced in a manner contrary to or inconsistent with the provisions of this Agreement unless action is required per Article 30.
