Health, HIV / AIDS and Substance Abuse (in line with NDS Key Result Area 3: Social Development and Key Result Area 1: Governance) According to the Ministry of Health, in 2014 major causes of death were diseases of the circulatory system (28%), followed by neoplasms (cancers - 17% of the total deaths) and diseases of the respiratory system (14%). Risk factors driving up the disease burden are multiple, and include behavioural (alcohol and drug use, child malnutrition, suboptimal breastfeeding, diet risks, sexual abuse, tobacco use, physical inactivity, unsafe sex), environmental (unsafe water/sanitation, natural hazards), and metabolic (high BMI, high cholesterol, high blood pressure, and others) factors. The country is as a result experiencing double burden of disease, having to contend with both communicable and noncommunicable conditions. Between 1989 and 2004, obesity has almost doubled in men from 29% to 52%, with a 30% increase in women (from 50% to 67%). HIV/AIDS and its infectious co- morbidities (e.g. TB), Hepatitis C, leptospirosis, sexually transmitted infections and vector-borne diseases such as dengue, chikungunya, are main concerns. The country has a concentrated HIV epidemic with HIV prevalence among the general population of 0.85%, but this being higher in at risk populations such as men having sex with men (MSM – 5.8%), and people who inject drugs (PWID – 13.2%). More than half of PWIDs (53.5%) were also found to be infected with Hepatitis C. Seychelles is also facing a huge challenge when it comes to teenage pregnancy with very high adolescent fertility rate standing at 77.9/1000 (2010 census figures). Seychelles, in part due to its drug-related mandatory sentencing laws, has seen a steep increase in prison populations since 2006, leading up to 148% occupancy levels in some correctional facilities. Overcrowded prison conditions are known to be detrimental to efforts to improve prison living standards and prison health care services, and to preventing the spread of HIV infection among prisoners. Harm Reduction services available and accessible for PWIDs are currently limited in Seychelles, with needle and syringe exchange programmes not available. Seychelles is currently not eligible for the GFATM. The increasing prevalence of HIV/AIDS, NCDs, Teenage Pregnancies and Substance Abuse and other health complications due to life-style choices adversely impact on development as increasing studies continue to prove in Seychelles.
