Result 4. Extent of range maintained This result only foresees one activity (4.1) to seek agreements with land managers at key sites as well as within the locale of smaller flocks important to maintaining range, for example by using agri- environment measures to secure and optimize the quality of agricultural feeding areas. The action was marked as “other” in priority and applied to Iceland, Ireland and the UK. Result 4. Stakeholder representation Networks of professional and grassroots organizations established and/or reinforced for effective stakeholder representation in the negotiation of policies and institutional changes that better support poor people’s livestock-dependent livelihoods.
Result 4. Stakeholder representation A major concern of the initiative will be to enhance participation of poor livestock keepers and their communities in policy-making processes. The initiative proposes to establish and/or reinforce networks of professional and grassroots organizations. These networks will form coalitions for change, through: 1) informing stakeholders of policy issues; 2) facilitating exchange of information and knowledge; 3) ensuring stakeholder representation and participation in policy formulation; and 4) expanding the range and effectiveness of pro-poor livestock policy interventions; and 5) promoting industry standards and professional codes of conduct. Through these networks the respective roles of the public sector, the private sector and of civil society in meeting development objectives will be explored. Inter-disciplinary and regional cooperation will be fostered through meetings, workshops and conferences. By promoting cooperation that builds on mutual interests, the initiative will strive to xxxxxx confidence among stakeholders. The initiative will build upon existing networks, such as those established by AU/IBAR’s Regional Action for Livestock Production in Eastern Africa (RALEA) – a directory of institutions and individuals involved in dairy and poultry in 10 Eastern African countries. The initiative will facilitate effective regional representation, largely through IGAD, at international policy fora, for example in negotiation of sanitary standards involving the World Trade Organization (WTO), Office International des Epizooteis (OIE) and Codex Alimentarius. Training needs for effective participation by stakeholder representatives at national, regional and international policy fora will be assessed and capacity will be built through meetings, workshops, conferences, and training courses. Emphasis will be on participatory techniques and ‘evidence-based’ policy recommendations. It is envisaged that over time effectively functioning platforms and transparent, inclusive and informed processes for the negotiation of regional and national policies, norms and standards will be established at various levels of the policy process.
