Request for Leaves. The Home Administrator or designate may grant a leave of absence for personal reasons, without pay or without loss of seniority or occupation classification, to any employee requesting such leave. Such request shall be in writing and each case shall be dealt with on its own merits. Such request shall not be unreasonably withheld.
