Reprisals. The State and the Union shall be prohibited from imposing or threatening to impose reprisals by discriminating or threatening to discriminate against employees, or otherwise interfering with, restraining, or coercing employees because of the exercise of their rights under the ▇▇▇▇▇ ▇. ▇▇▇▇▇ Act or any right given by this Contract. The principles of agency shall be liberally construed.
