Reliability Inputs that Impact the Transfer Limit. Inputs that impact the Transfer Limit calculation include the normal scheduling limit for the interface, Operating Reserve limitations, minimum generation limitations, capacity transfer limits, and transfer limits set by operator override. For NYISO, these limits are currently included, as necessary, in the existing RTC optimization. Section 5.2 addresses ISO-NE’s obligation to provide these limits, when necessary, to NYISO. Normal scheduling limits are established individually by each ISO. ISO-NE will communicate scheduling limits (and any adjustments thereto) in 15-minute intervals covering the same ten consecutive quarter-hour intervals as the ISO-NE Supply Price Points. In the event the Transfer Limit must be modified so that New England is able to meet its 10-minute and 30-minute reserve requirements, Section 5.2 allows ISO-NE to provide NYISO with Transfer Limit values reflecting the net interchange required to meet these reserve requirements. When New England approaches minimum generation conditions, ISO-NE may provide Transfer Limit values that reflect these conditions – i.e., reflecting the net interchange level beyond which ISO-NE cannot further dispatch down internal generation while maintaining reliable operations. NYISO, however, is not obligated to enforce a minimum generation limit that would require it to accept energy from New England.
