Registr znamená registr zřízený Členským státem nebo EU v souladu se Směrnicí nebo Nařízením o registrech za účelem zajištění přesné evidence vydávání, držení, převádění, nabývání, vyřazení, zrušení a nahrazení Povolenek. Pro vyloučení pochybností odkazy na Registr zahrnují (i) Registr Unie a (ii) souhrnně Vkladové účty a jakékoliv další účty v rámci Registru Unie, které jsou pod jurisdikcí jediného Národního Správce jmenovaného Členským státem.
