Referral To PAR Program. Any permanent teacher who receives an “overall unsatisfactory” rating in the summary evaluation in the areas of subject matter knowledge, or teaching strategies, or teaching methods as defined in Section 18.2.6 of this Agreement, must be referred to the PAR Program.
