Record Requirements. The Subrecipient shall maintain all records required by the Federal regulations specified in 2 CFR Part 200, Subpart D, and that are pertinent to the activities to be funded under this Agreement. Such records shall include but are not limited to: a. Records providing a full description of each activity undertaken; b. Records demonstrating that each activity undertaken meets one of the four categories of ARPA; c. Records required to determine the eligibility of activities; d. Records which demonstrate compliance with the requirements in 2 CFR § 200.311 regarding any change of use of real property acquired or improved with ARPA assistance; e. Financial records that document all transactions and that can be properly documented and audited; f. Copies of all bid documents, bids received, RFPs, RFQs, and any other procurement documents; g. Copies of all third party or subcontracts; and h. Detailed records on the Subrecipient’s organization, financial and administrative systems, and the specific ARPA-funded project(s) or activities.
