7.1.1.1 For each LATA in which D&E requests to interconnect with Verizon, except as otherwise agreed by the Parties, D&E shall establish a D&E IP in each Verizon Local Calling Area (as defined below) where D&E chooses to assign telephone numbers to its Customers. D&E shall establish such D&E-IP consistent with the methods of interconnection and interconnection trunking architectures that it will use pursuant to Section 2 or Section 3 of this Attachment. For purposes of this Section 7.1.1.1, Verizon Local Calling Areas shall be as defined in Verizon’s effective Customer tariffs and include a non-optional Extended Local Calling Scope Arrangement, but do not include an optional Extended Local Calling Scope Arrangement. If D&E fails to establish IPs in accordance with the preceding sentences of this Section 7.1.1.1, (a) Verizon may pursue available dispute resolution mechanisms; and, (b) D&E shall ▇▇▇▇ and Verizon shall pay the lesser of the negotiated intercarrier compensation rate or the End Office Reciprocal Compensation rate for the relevant traffic less Verizon’s transport rate, tandem switching rate (to the extent traffic is tandem switched), and other transport costs (to the extent that Verizon purchases such transport from D&E or a third party), from the originating Verizon End Office to the receiving D&E-IP.
7.1.1.2 At any time that D&E establishes a Collocation site at a Verizon End Office Wire Center in a LATA in which D&E is interconnected or requesting interconnection with Verizon, either Party may request in writing that such D&E Collocation site be established as the D&E-IP for traffic originated by Verizon Customers served by that End Office. Upon such request, the Parties shall negotiate in good faith mutually acceptable arrangements for the transition to such D&E-IP. Reciprocal Compensation Traffic Interconnection Points. 7.1.1 In accordance with the following Department orders: Re New England Telephone and Telegraph Company, d/b/a Bell Atlantic- Massachusetts, D.T.E. 98-57 (3/24/00), Re Media One Telecommunications of Massachusetts, Inc., D.T.E. 99-42/43, D.T.E. 99-52 (3/24/00) and (8/25/99), and except as otherwise agreed by the Parties, the Interconnection Points (“IPs”) from which GNAPS will provide transport and termination of Reciprocal Compensation Traffic to its Customers (“GNAPS-IPs”) shall be as follows:
7.1.1.1 For each LATA in which GNAPS requests to interconnect with Verizon, except as otherwise agreed by the Parties, GNAPS shall establish a GNAPS IP in each LATA. GNAPS shall establish such GNAPS-IP consistent with the methods of interconnection and interconnection trunking architectures that it will use pursuant to Section 2 or Section 3 of this Attachment. 7.1.1.3 In any LATA where the Parties are already interconnected prior to the effective date of this Agreement, GNAPS may maintain existing CLEC-IPs, except that Verizon may request in writing to transition such GNAPS-IPs to the GNAPS-IPs described in subsection 7.1.

Delta Phones shall establish such Delta Phones-IP consistent with the methods of interconnection and interconnection trunking architectures that it will use pursuant to Section 2 or Section 3 of this Attachment. For purposes of this Section 7.1.1.1, Verizon Local Calling Areas shall be as defined in Verizon’s effective Customer tariffs and include a non-optional Extended Local Calling Scope Arrangement, but do not include an optional Extended Local Calling Scope Arrangement.
