Ratio of Trainees. The ratio of Trainees employed by the Employer may be a minimum of one (1) Trainee to each five (5) Journeymen Operating Engineers in his employ, but in all cases, the ratio shall be a minimum of one (1) Trainee to each ten (10) Journeymen Operating Engineers or as otherwise authorized in writing by the Union.
