Proposed Improvements a. Structure Type: Assume a minimum of 3 alternatives (i.e. no build, prefabricated, concrete/steel). Costs for the “preferred alternative” shall be compared with other alternatives investigated. The cost for the “preferred alternative” shall be prepared using a ‘Bridge General Plan Estimate’ form described in the California Department of Transportation (CALTRANS) Bridge Design Manuals. Rendering or exhibit shall be prepared for each alternative;

d. The BTSR shall identify utilities that could be impacted by the Bridge and its approaches. Utility facilities proposed to be installed as provided by COUNTY, or utility companies, shall be discussed as to the feasibility of being included in the Bridge; COUNTY will provide utility coordination with agencies.
e. Hydraulics Analysis: Based on hydrology information provided, evaluate hydraulics capacity of the bridge and design for appropriate freeboard to meet current County standards.

g. Constructability: Constructability of the Bridge crossing shall be evaluated. Issues to address include: access to the site for heavy equipment; traffic and road detouring issues and concerns; construction phasing and sequential demolition; and minimizing work in the creek as required from the environmental permits; Include sensitivity of site and impacts to community for any potential road closures.
h. Right-of-way: Determine any right-of-way requirements for bridge footprint, including temporary construction easements, and potential staging areas. At a minimum for Silverado Canyon Road Bridge over ▇▇▇▇▇▇▇▇ Creek (55C-0172), A-E shall support right-of-way efforts by preparing exhibits for coordination purposes with County Real Estate and Survey departments.

Proposed Improvements. The proposed improvements consist of constructing a separated multi-use path that will run mostly in an easement parallel to the west side of High Cross Road. At certain locations, such as at intersection crossings and a portion of the path north of Stone Creek Boulevard, the multi-use path will be located within the High Cross Road right-of-way. The multi-use path will be an eight foot wide path with two foot earth shoulders. The project will also include the installation of a 75’ long x 12’ wide steel truss pedestrian bridge across a drainage ditch adjacent to the Po’Boys Restaurant and Sports Complex. The path surface will be primarily hot-mix asphalt with some sections of Portland Cement Concrete at select locations.

Proposed Improvements. The proposed (preferred) flood mitigation project will include structural improvements to the existing drainage infrastructure (channel and culverts) along West ▇▇▇▇▇▇▇ Road and the existing railroad channel and culvert, and will provide a new culvert and outfall channel from the unnamed tributary to Onion Creek. Most of the improvements will occur within existing drainage easements and right-of-way that currently convey flows while the diversion channel will be constructed in open space that is inundated by the 1% AEP event (FEMA regulated downstream/west of FM 2770 and unmapped floodplain upstream/south-east of FM 2770). Improvements to the existing drainage system on the south side of West ▇▇▇▇▇▇▇ Road include upsizing all of the existing culverts and regrading and concrete lining the existing channel from near South Cedar Street to the intersection of ▇▇▇▇ ▇▇▇▇▇▇▇ ▇▇▇▇ and South Main Street. From that intersection the existing railroad channel will be regraded and concrete lined to the existing railroad culvert that will be upsized. The new culvert and diversion channel under FM 2770 will pick up flows from the tributary upstream of the Fire Station to convey flows directly to the main stem of Onion Creek. The improvements will remove existing constrictions and improve conveyance capacity along West ▇▇▇▇▇▇▇ Road and the railroad to the unnamed tributary and will eliminate the overtopping of West ▇▇▇▇▇▇▇ Road. As a result, there is a significant reduction in flood risk to houses and apartments in the West ▇▇▇▇▇▇▇ area, and reduction in flood risk to the houses between ▇▇▇▇ ▇▇▇▇▇▇▇ ▇▇▇▇ and Houston Street. The new FM 2770 culverts and outfall channel will eliminate overtopping of FM 2770. These improvements will result in reduced flood risk to the Fire Station, the Onion Creek Village Apartments on Bluff Street, houses on Bluff Street, and houses on ▇▇▇▇▇▇ Court (off Bluff Street). Figure 3 provides an overview of the proposed improvements and presents the revised flooding extents after the project is implemented for the 1% AEP event. The improvements include approximately 2,700 linear feet of channel improvements, approximately 450 linear feet of culvert replacement, approximately 50 linear feet of new culverts, and approximately 1,500 cubic yards of excavation. Proposed Improvements. The proposed improvements included in Project Scope will include, but not be limited to, the following:
A) A grade-separated interchange which is to replace the existing, at-grade, US 90 intersection with LA 85;
B) Two parallel overpasses, each consisting of two lanes with shoulders, and each capable of spanning future widening of LA 85 to a five-lane section, on US 90 over LA 85;
C) Modification of existing drainage facilities and associated structures and/or construction of new drainage facilities and associated structures to accommodate the new interchange and reconstructed service roads and their runoff; and
D) Utility coordination and relocation, if necessary.
