Promotional Appointments. Insofar as practicable and consistent with the best interests of the Department, all vacancies in higher positions shall be filled by promotion from within the service, after a promotional examination has been given and an eligibility list established.

Promotional Appointments. Employees in the employ of the Employer, appointed to positions having higher minimum hourly wage rates than the position held prior to such appointment, upon appointment shall: If full-time or part-time hourly, be compensated at the minimum hourly rate for the position to which appointed or receive an increase in wages equal to the difference between the minimum hourly wage of both positions, whichever shall be the greater.
Promotional Appointments. During the probationary period, an employee serving in a promotional appointment may be returned to the employee’s former classification without cause and without right of appeal. The employee shall be notified in writing and shall be returned to the classification held immediately prior to the promotion, provided the employee had regular status in that classification.
Promotional Appointments. A. All promotional appointments within the classifications covered by this Agreement shall be made on the basis of fitness as determined by competitive examination, except when an employee receives a promotion or adjustment as a result of a job audit per Article 4, Section 8 of this Agreement and with the exception of automatic promotions from an apprentice position. Competitive examinations (written and/or performance and oral) may be administered when deemed necessary to properly evaluate an applicant to discharge the duties of the classification in which the promotion is sought. In making a final selection among eligible candidates, other work-related factors may be taken into account; this includes but is not limited to such factors as current job performance, disciplinary record, prior work experience, and training. All of the above factors being equal, City seniority shall be the determining factor.
Promotional Appointments. A. Promotional appointments shall be made in accordance with the rules and regulations of the Civil Service Commission as they may, from time to time, be amended. Provided, however, the proposed weights for each test component shall be recommended by a testing expert after an analysis of the job duties conducted in accordance with EEOC Uniform Technical Guidelines on Employee selection. If a change is recommended from the current weights, the City will notify the Union, discuss the recommended changes and negotiate pursuant to the law prior to implementation. Promotions for the Civil Service rank of Captain shall be based on a 75% written examination and 25% Assessment Center and promotions for the Civil Service rank of Battalion Chief shall be based on a 65% written examination and 35% Assessment Center, seniority points as provided below, and Ascertained Merit points as provided in Section 12.5(E), and Veteran’s Preference Points. Employees shall receive up to points thirty (30) points for seniority, as defined under Article 9.1, accrued at one (1) point per year of service pro-rated daily and applied the date of written examination, as per state law. It is agreed that the exam process will be limited to 100 points, not including Veterans Preference, Ascertained Merit, and Seniority Points. However, no candidate for promotion shall be eliminated from consideration solely because of his score on the written examination.

The City will comply with the City of Bothell Civil Service Regulations in making promotional appointments. The City agrees to negotiate with the Union prior to making changes to the Civil Service Regulations (dated 11/14/18) from the current "rule of three" for promotional appointments. If an employee on an applicable certified eligibility list is passed over for promotion for a lower ranking applicant, the City, upon request, will provide notification of the reasons therefore in writing to the applicant, Civil Service, and the Union.

Promotional Appointments. All "Promotional Appointments" shall be tentative with a probationary period of nine (9) months. An employee serving a probationary period after a promotion may be returned to his former position and wages, with any applicable cost of living adjustments, if in the City's sole judgment, his/her work or conduct are below acceptable standards.
Promotional Appointments. Permanent employees whom are promoted shall serve a mandatory six (6) month probationary period. All existing employees that are subject to a probationary period as part of a promotion shall be returned to that employee's previous classification if the employee fails to meet the job requirements of the new classification within the probationary period.
Promotional Appointments. Based upon final scores, the top five candidates plus any additional candidate(s) having the same whole number score as the fifth candidate shall be certified to the Sheriff for final selection interviews. When certification is made from the eligible list to the Sheriff, the names on the list shall be in random order and shall not be in order of placement on the eligible list. The Sheriff shall appoint the most qualified applicant from among the certified candidates to any opening to Sergeant or Lieutenant. The Sheriff shall include in his/her selection consideration of education, experience and training as well as initiative, communication skills, interpersonal skills, dependability, and knowledge of law enforcement practices and procedures.
