Prime Minister. The Prime Minister is the head of the government. He represents it and speaks in its name. He is responsible for implementing the general policy drafted by the Cabinet. The Prime Minister shall exercise the following powers:
Prime Minister. On Tuesday, 21 July, in Brussels, at the conclusion of one of history’s longest summits of leaders of the member states of the European Union (EU), an unprecedented agreement was reached both on the next multiannual EU budget and the European Economic Recovery Fund, providing more than 10 billion euros for the development of Latvia. This is a unique agreement between the 27 EU Member States on the necessary investments to strengthen the economies of the EU Member States in order to allow Europe and the Member States to recover from the outcomes of the Covid-19 pandemic while continuing economic growth during the next multiannual budget period of 2021-2027. An additional challenge to the EU's overall growth and competitiveness is the reduction in the overall multi-annual budget due to Brexit, which in turn means proportionately less funding available to Member States. Nevertheless, over the course of the negotiations, Latvia has managed to reach a very favourable agreement. At the end of the summit, Prime Minister Xxxxxxxxx Xxxxxx remarked: “As a result of some very challenging negotiations, we have managed to reach an agreement that is favourable to Latvia's interests. The available European funding will bring the greatest added value to Latvia, if we invest it wisely. The range of options is very wide; however, the basis for our growth is our own work, providing the necessary improvements in various areas such as education, health care, the taxation system and others. A historic agreement has been reached, the rest is in our own hands.” Over the next seven years, a total of almost 10.5 billion euros will be available for the development of the Latvian economy, marking a 39% increase when compared to the current EU multi-annual budget for the period from 2014 to 2020. In addition, it will be possible to borrow around 2.5 billion euros on very favourable terms, if necessary. We will still receive more from the total EU budget than we pay in, receiving an average of 3.6 euros for every euro paid. Despite the challenges of the pandemic and the reduction in funding available from the EU budget, Latvia has managed to achieve an increase in cohesion and agricultural policies compared to the current period. Special mention should be made of the 40% increase in the total amount of direct payments to Latvia achieved as a result of several years of persistent work. Prime Minister. On Wednesday 14 April, Prime Minister Xxxxxxxxx Xxxxxx and Director General of the European Organisation for Nuclear Research (CERN) Xxxxxxx Xxxxxxxx, signed an Agreement on Latvia's accession to CERN as an Associate Member State. Minister for Education and Science Xxxx Xxxxxxxxx also participated in the signing of the Agreement. In the light of epidemiological safety requirements, the signing of the Agreement took place in a virtual ceremony. “Latvia's membership in CERN is an important step towards growth. It is our opportunity to use the scientific and technological experience gained through this cooperation in the further development of our economy and wellbeing of our citizens. For Latvian scientists, the status of the Associate Member State will widen the possibilities for participation in CERN scientific projects. This is a really important day for both the Latvian science and CERN, so I would like to thank all those who worked actively to ensure Latvia’s admission to this citadel of science, especially the Ministries of Foreign Affairs and Education and Science, as well as Xxxxxxxxx Xxxx Xxxxxx of Riga Technical University,” says X.Xxxxxx.
Prime Minister. Well, I have never suggested providing any kind of guarantee to either India or to other countries. As I said, perhaps I have never used that word, either 'guarantee' or some kind of umbrella or shelter. I have never said it. But it is true that I have suggested that it is for the nuclear powers to consider how they can obviate the menace of nuclear weapons. I have not yet made up my mind, but I do want to take into confidence some of the friendly coun- tries who feel strongly against the use of nuclear weapons. Question : Have you got any response from these big powers? Prime Minister : No. As I said, I have not written to them but it is true that they were, contacted and we have got no special reactions from them. Question : option has been given to the nu- clear powers, as you have said yourself. it is for them to consider. If they consider that a nuclear umbrella or nuclear shield is the best guarantee or the best way out, would you object to that? Prime Minister: Why put that hypothetical question ? Let them first meet and discuss among themselves. Question : There seems to be an ambiguity. The Durgapur resolution merely said that nu- clear power will be used for peaceful purposes. it did not say definitely that India would not make the bomb. You are also reported to have said something like that. Does it me-an that in the future this policy would be revised and that we may go in for the bomb ? Prime Minister: When I say for the present, this present is a very long period. It is not going to be a short one. I merely referred to what I said in the Lok Sabha but I cannot say, anything as to what might happen in the dis- tant future. So long as we are here, our policy is clear that we do not want that atom bomb should be manufactured in India.
Prime Minister. On Thursday 2 June, Prime Minister Xxxxx Xxxxxxxxx and Xxxxx Xxxxxx, Secretary-General of the Organisation for Economic Cooperation and Development (OECD), signed the Agreement on Accession of Latvia to the OECD in Paris. Upon ratification of the agreement at the Saeima of the Republic of Latvia, Latvia will officially become the 35th member state of the organization.
