Preliminary Design Activities. ▪ Review existing maps, drawings, reports, easements, and access agreements on file with the City. ▪ Research land ownership along the project corridor. ▪ Research and identify alternate means and methods for construction. ▪ Research the location of private utilities. ▪ Prepare 60% design plans. ▪ Conduct Project meetings at the 60%, 90% and Final Design intervals and as needed. ▪ Easements access agreements, and permits required for the construction will be identified. Trihydro will provide descriptions and exhibits of required easement/ access descriptions for the City to use for landowner negotiations, if needed. ▪ Prepare exhibits for Public Meeting. ▪ Assist the City in a support role for the Public Meeting and document meeting comments. ▪ Prepare 90% design plans. ▪ Conduct QAQC review at the 60% and 90% design level. ▪ Perform a constructability review at 60% and 90% design level. ▪ Meet with City staff to review comments following the 60% and 90% design submittal. ▪ Prepare detailed engineer’s cost estimate at the 60% and 90% design levels. ▪ Prepare Project Manual at the 60% and 90% design levels. ▪ Prepare draft WDEQ/WQD design report for review by the City at the 90% design level. ▪ Submit design plans to private utilities for review at the 60% design level. ▪ Design review meetings will be two (2) hours in duration with three (3) Trihydro personnel in attendance. ▪ The Public Engagement Meeting will be three (3) hours in duration with three (3) Trihydro personnel in attendance. ▪ The City will mail the Public Notification Exhibit to recipients based on the provided mailing list ▪ Project manual and design will comply with current City standards and specifications ▪ 60%, and 90% plan set submittals will include a set of pdfs for both the 22”x34” and 11”x17” plans, and CAD drawings and hard copy plans upon request

Preliminary Design Activities. Preliminary design phase activities, including, but not limited to, field surveys, right of way plats, design, engineering, and other matters, shall be completed by the Parties as follows:
(a) The City, through its City Engineer, shall be the lead agency for the Project and shall: Obtain consulting engineering services for completion of the project. Manage the project completion.
(b) The County will: Provide a concept design and survey of the corridor Attend all meetings as needed for completion of the project. Review and approve design documents and deliverables. Assist City as needed in completion of the Project.
