Potentially Preventable Complications. STAR and STAR+PLUS MCOs must identify Present on Admission (POA) indicators as required in the Uniform Managed Care Manual, and STAR and STAR+PLUS MCOs must reduce or deny payments for Potentially Preventable Complications that were not POA using a methodology approved by HHSC in the Uniform Managed Care Manual.
