PLANTATIONS. One could write at length about the massive dislocation that has occurred across Tasmania over plantation development especially 1990‐2012. Below is purposely brief but introduces elements as to why future unfettered, unregulated plantation development across Tasmania is extremely poor land management and land use. With those comments in mind, given what has been written in the TFA, and the Xxxx /Act it would be madness to repeat what has happened previously and allow the Xxxx to become legislation. The pattern has to be stopped. Plantations and Tasmania’s land size. Tasmania is quite a small island, 6.8 million hectares approximately. A significant part of the western part of the island is very mountainous but the topography elsewhere generally is hilly. Much of the western area of Tasmania has been proclaimed as having World Heritage Area status. Tasmania therefore has a finite number of hectares that are available for agriculturally based production. Limits of cultivation are set by Tasmania’s topography – said to be the most mountainous island in the world – and what follows on from that. Critically Tasmania has very little prime agricultural land (e.g. 70,000 ha approximately). It only has around 1.6 million ha of agricultural / pastoral land in total. This land should be kept for food production. This land is only partially protected by Tasmania’s PAL policy. It is a policy, it doesn’t have statutory protection. The flatter, lowland areas of Tasmania occur along river valleys, and are located in the north and north west of the state. These lands contain prime agricultural soils (Class capability 1‐3). There are no vast areas of flat to undulating land to compare in size to similar agricultural or pastoral use lands in New South Wales and southern Queensland for example. Of the 6.8 million hectares, there is a disparity in findings between two reports for hectares available for agricultural and pastoral activities in Tasmania. That of the Senate Select Committee, 1 Plantations 2004 (gives a figure of 1.6 million ha.) and Davey and Xxxxxxx (2003) 1.9 million hectares. Plantations and Administration There is no department of land management in Tasmania. That is an entity that has under its umbrella, Agriculture, Planning, Forestry, Private Forestry etc. Disparate, disconnected departments siphoned off for political ease are what we have. There is no Department of Agriculture in Tasmania. The Department of Primary Industry, Parks, Water and the Environme...
PLANTATIONS. The Parties recognise that export controls have been removed from unprocessed wood and woodchips sourced from Victorian plantations in accordance with the Export Control (Unprocessed Wood) Regulations. Parties agree that a significant expansion in the extent of hardwood and softwood plantations on previously cleared land in the Xxxx Xxxxxxxx Region, consistent with environment and heritage objectives, would be desirable and note that a range of programs, including initiatives through the Plantations for Australia - the 2020 Vision, have been established to encourage investment in plantations as a source of both sawlogs and pulpwood. Parties agree that the current extent of hardwood sawlog plantations is not sufficient to provide an alternative source of supply to native forest hardwood sawlog resources in the Xxxx Xxxxxxxx Region. Governments recognise the need to facilitate product diversification in the plantation sector. OTHER FOREST USES Parties agree that forest uses other than timber production will be determined in accordance with Victorian legislation with due regard for protection of Environmental and Heritage Values. In some limited circumstances that do not relate to the substance of this Agreement (for example foreign investment approval, export controls for non-forest products and major infrastructure developments) Commonwealth legislative provisions may also apply. Parties recognise that under legislative provisions in Victoria, issuing of new exploration licences and subsequent mining is not permitted in National Parks, Wilderness Parks, State Parks and Reference Areas. Parties recognise that exploration and mining may be permitted in parts of the CAR Reserve System, other than those identified in Clause 14, where the identified conservation values are not incompatible with exploration and mining. To this end, Victoria will ensure that in accordance with relevant Victorian legislation proposed Mining Operations in the CAR Reserve System will be subject to an Environmental Effects Statement or planning permission (eg planning permit) as required. In the case of exploration, the provisions of the Mineral Resources Development Act 1990 (Vic) require the application of conditions to protect environmental values, and may in the case of proposed road construction or bulk sampling require an exploration impact statement. Victoria will ensure these provisions apply to proposed exploration activities in the CAR Reserve System. The Parties note that n...
PLANTATIONS. 56. The Commonwealth will seek to remove export controls on unprocessed timber sourced from Victorian plantations before the end of March 1997.
PLANTATIONS. In the SiMS_2012 system a single model is used for longleaf pine plantation growth and yield across the entire southern U.S. Models available in the published literature for planted longleaf pine stands are produce illogical and biologically unreasonable long-term growth projections outside of the limited range of data used to develop available models. Therefore, a study of how longleaf pine growth and yield relates to the growth and yield of slash pine plantations was carried out. Based on the results of this internal study ForesTech has developed a growth and yield system for longleaf pine plantations that are a variation of the slash pine plantation models discussed above. This model produces biologically reasonable growth and yield projections for this stand type. Estimates of per acre yield in terms of volume and/or weight is obtained using the individual tree volume and weight equations cited below.
PLANTATIONS. 56. The Parties note that in accordance with the terms of the Export Control Xxx 0000 (Cth) or the regulations made thereunder, controls on the export of Processed and Unprocessed Wood sourced from Victorian Plantations will not apply where a code of practice for Victoria has been approved under regulation 4B of the Export Control (Unprocessed Wood) Regulations and that approval remains in effect The Commonwealth will seek to remove export controls on unprocessed timber sourced from Victorian plantations before the end of March 1997. 56A. The Parties recognise that, while this Agreement is in place, Part 3 of the EPBC Act does not apply to Forestry Operations (including in relation to Plantations) within the East Gippsland RFA Region that are undertaken in accordance with the terms of this Agreement, except for Forestry Operations (including in relation to Plantations) that are undertaken in a World Heritage Place or Ramsar Wetland, or incidental to another action whose primary purpose does not relate to forestry.
