The "Plans, Specifications & Cost Estimates" clause defines the requirements for preparing, submitting, and approving detailed project plans, technical specifications, and associated cost estimates. A-E shall coordinate and provide quality control on work packages submitted by all subconsultants. Deliverables to include AutoCAD dwg files, pdf files and/or dwf files. A-E shall provide specifications including categories for general, materials and execution for each area of trade required in the project. Minimum specifications requirements shall follow the latest edition of CSI format and Standard Specifications for Public Works Construction “Greenbook”. A-E shall provide cost estimates including conceptual design through final construction bid documents. Estimates shall reflect accurate and detailed material quantities and current costs based on industry standards and bidding climate. • Grant Application/Grant Assistance - At the request of County, -/E shall provide assistance in County’s grant application efforts to obtain funds that could be utilized for County’s project(s) whose conceptual design and/or construction documents the A-E may have worked on, or for projects where their technical expertise was called upon. A-E’s responsibilities may include, but are not limited to, writing the grant narratives and providing the cost estimate(s) and other grant application requirements. A-E may also be tasked with grant maintenance duties including billing and tracking expenses that are charged to the grant, answering questions from the grant provider and responding to any audits on the grant.

A/E shall coordinate and ensure thorough quality assurance/ quality control on all subconsultants’ work packages without relying on the COUNTY’s input or discovery of any errors and omissions Work package acceptance does not imply approval of A/E errors or omissions. A/E shall provide project specifications including all categories for general, materials, execution and/or installation for each trade category as required in each project. A/E is responsible for working and coordinating with OCPM regarding the "front end" specifications that are governed by COUNTY law or directives, local codes and other legal mandates. Minimum specifications requirements shall follow the latest edition of CSI format. A/E shall provide cost estimates for all project design phases or as specified in the CTO. At a minimum, an accurate cost estimate shall be prepared based on the final construction bid documents. Estimates shall reflect accurate and detailed material quantities and current costs based on bidding climate. A/E shall prepare plans and specification in such form as to comply with the most current applicable laws, building codes, ordinances, manuals, and standards recognized by the COUNTY, Orange County Fire Authority, State, Federal and any applicable City or local government authority. If there is a conflict between policies, COUNTY polices shall control. A/E shall provide clarification of documents as requested by the COUNTY or any of its agencies.
