The Phased Construction clause establishes that a construction project will be completed in distinct, sequential stages rather than all at once. Typically, this means that each phase—such as site preparation, foundation work, and building erection—must be finished and approved before the next phase begins, and payments or inspections may be tied to the completion of each stage. This approach allows for better project management, facilitates early identification and resolution of issues, and can enable portions of the project to become operational or occupied before the entire project is finished.

Phased Construction. 24.1 The Design-Builder will carry out the Construction in accordance with a phasing plan (the "Phasing Plan") that includes the details for the Design-Builder’s phasing of all parts of the Construction, including:
(a) all Site preparation;
(b) Construction of the Building, including the requirements and timing for construction and commissioning (including all systems and equipment);
(c) restricting Construction to the Building until it is completed by the Design-Builder and made available to the Owner for occupancy; and
(d) not carrying out any Construction on the remainder of the Site until the Building is completed by the Design-Builder and made available to the Owner for occupancy;
(e) demolition of the Existing Building;
(f) Site landscaping Work;
(g) parking, access and traffic flows, and the Design-Builder will submit the Phasing Plan to the Owner not less than 30 days after the Effective Date and will not proceed until the Phasing Plan has received the notation "Reviewed" under Appendix 2C [Review Procedure]. If the Design-Builder proposes revisions to the Phasing Plan, the Design-Builder will submit the proposed revised Phasing Plan to the Owner and will not proceed with revised Phasing Plan until it has received the notation "Reviewed" under Appendix 2C [Review Procedure].
24.2 The Design-Builder will:
(a) comply with the reviewed Phasing Plan;
(b) construct the Building within the area of the Site indicated in the Site Plan;
(c) install at least a six foot high fence around the perimeter of the area in which it is performing the Work and such hoarding as may be required to protect the public and separate the area of the Work from the other portions of the Site;
(d) perform all Construction activities within the areas of the Site provided in the Site Plan, except as approved by the Owner for any work required in other areas of the Site (a Work Plan for such Construction activity must include an adequate plan for maintaining vehicle, delivery and pedestrian access to the Existing Building or the completed Building within or adjacent to the Site);
(e) perform all Construction activities without blocking or disrupting vehicle, delivery or pedestrian access, except as may be permitted pursuant to a Work Plan;
(f) cause the Design-Builder’s personnel, Construction workers, Subcontractors and suppliers to enter or exit the Site only at the access routes indicated on the Site Plan, unless otherwise approved by the Owner;
