Contractor's representative shall be able to proficiently communicate in English, in the language of the crew, and read and communicate the Incident Action Plan, Safety Alerts, etc. All radio communication on Government-assigned frequencies shall be in English.
Personnel Requirements. A. Contractor will use adequate numbers of qualified individuals with suitable training, education, experience, and skill to perform the Work. For continuity, Contractor will endeavor to retain the same individuals during the performance of Work.

The Contractor will ensure that any Flight Crew and Crewperson provided to pilot, operate or crew the Aircraft under this Contract is appropriately qualified, licensed, rated, endorsed, skilled, experienced, competent and current to carry out the Services required. The Contractor shall identify a primary contact person with whom the Contract Administrator may consult with regarding contract performance throughout the entire life of the contract. The Contractor shall provide a working phone number and e-mail address for this person. This person shall be reachable at all times during standard business hours. The list must be submitted within ten (10) business days of contract award. The primary contact person shall be available to make decision on behalf of the Contractor including, but not limited to, changes in service and schedule.
