Permanent Improvement. a fixed addition or change to land that is not temporary or portable, including a building, building addition, a well associated with a building, and a fuel tank of not less than 1,000 gallons capacity and affixed to a permanent foundation, but not site development work, Site Development Materials and items of ordinary maintenance, such as glass replacement, painting, roof repairs, door repairs, plumbing repairs, floor covering replacement, or pavement patching.
