Past Performance (Volume II). The goal of this factor is to obtain information regarding the relevant past performance of the Offeror and its Major Subcontractors. For purposes of this solicitation, “Major Subcontractors”, is defined as subcontracting dollars of $25,000,000 or more covering a performance period of up to five (5) years. “Offeror” and “Major Subcontractor,” for purposes of this solicitation includes predecessor companies. As a minimum, the Past Performance Proposal shall include the following: (1) For the Prime, a list of not more than three (3) relevant contracts (government and/or industry) each in excess of $25,000,000 total contract value. For each Major Subcontractor, a list of not more than three (3) relevant contracts each in excess of $5,000,000 total contract value. The relevant contracts for the Prime and the Major Subcontractors shall be completed no more than 5 years ago, or currently on-going at least one year, similar in size, content, and complexity to the requirements of the current acquisition. (2) Specific information is required from the Offeror and proposed Major Subcontractors for past and active customers as identified in subparagraph (3) A. below. Past performance information may also be obtained by the Government through the Past Performance Information Retrieval System (PPIRS) or similar systems of other Government departments and agencies, questionnaires tailored to the circumstances of this acquisition, Defense Contract Management Agency (DCMA) channels, interviews with Program Managers and Contracting Officers, and other sources known to the Government, including commercial sources. Offerors are notified that, in conducting an assessment of past performance, the Government reserves the right to use both data provided by the Offeror and data obtained from other sources. (3) The major areas to be evaluated for the Past Performance Factor are Relevant Technical Performance and Contract Management.
