Overall Goal. Produce an allocation of Trustees’ estimate of potential natural resource damages (for settlement purposes) to Portland Harbor PRPs. The allocation will be for all parcels and all PRPs. The allocation shall be sufficient to support negotiation of a final settlement with the Trustees in a time frame that is consistent with the timing of the remedial allocation but does not supersede the remedial allocation. Allocation will be comprehensive, and sufficient for Trustees to rely on allocation in supporting the lodging and entry of a Consent Decree in Federal Court.
