Other Alternatives. After interviewing the laterals and determining there is no one on the Seniority Unit Layoff List and determining that there is no one qualified to claim the vacancy, the Agency may fill the vacancy by a promotion, a voluntary demotion, a reinstatement, a lateral, a transfer or any other means provided by law.
