Open Requirements. If DOJ has a requirement for which no specific 8(a) Program Participant is nominated, submit the offering letter to the SBA District Office that services the geographical area where the contracting activity is located. For competitive and open construction requirements, submit the offering letter to the SBA District Office servicing the geographical area where the work is to be performed. For construction requirements where place of performance is overseas submit the offer letter to the Division of Management ▇▇▇▇@▇▇▇.▇▇▇. Upon receipt of a complete offering letter package the respective SBA office will determine acceptance.
