Omitting Steps. 1. Nothing in this collective agreement shall prevent the parties from mutually agreeing to refer a grievance to a higher step in the grievance procedure. 2. The VTF (AE), or the Board, may refer grievances of a general nature or grievances involving a policy of the Board directly to StepTthree of this grievance procedure.
