Ofsted. Ofsted are the sole arbiter of quality for all funded entitlements and Ofsted inspectorates of independent schools have regard to the EYFS in carrying out inspections and report on the quality and standards of provision. Childminder agencies (CMAs) are organisations that can register and quality assure childminders as an alternative to registering with Ofsted.

Ofsted. 3.1 Ofsted inspections have taken place in all four boroughs over the last four years. The Redbridge inspection in 2019 graded the operational practice as outstanding. Ofsted stated, “The EDT service is highly effective, offering a well-supportive service to children and their families out of hours. It is child-focussed, and it is appropriately challenging to other professionals when needed, for example, if a young person is held inappropriately in police custody. The flexibility of the service has been enhanced by a pool of support workers. This ensures that children are accompanied to placements without delay.” 3.2 In June 2022 Redbridge received a focused visit of the front door which included a review of the EDT service. The visit confirmed that a high-quality service has continued to be provided. Ofsted commented that ‘’The out-of-hours service is an integrated part of the front door. It is managed by Redbridge on behalf of three neighbouring boroughs, with discrete arrangements for each borough. The work undertaken out of hours for Redbridge is timely and proportionate to children’s and families’ needs. The information gathered and action taken are quickly relayed to daytime services, ensuring a smooth transition of work into the MASH service.’’ 3.3 Waltham Forest and Barking and Dagenham received an inspection in 2019, with ratings of ‘Good’ and ‘Requires Improvement’ respectively. Ofsted commented that in Waltham Forest “Children and young people receive appropriate support and intervention from an effective out-of-hours emergency duty team service’’ and for Barking and Dagenham ‘’A well-resourced and experienced emergency duty team ensures that effective arrangements are in place and that protective action is taken to safeguard children out-of-hours”. Havering were inspected in 2018 and received an overall rating of Good. The feedback was ‘’children receive appropriate support and interventions from the out-of-hours emergency duty team.”

Ofsted. 3.1 When the Council receives notification from Ofsted that the Council is to be inspected, the Council shall provide GMCA and the ESFA with a copy of its quality improvement activity, and any other relevant information in accordance with the required timescale of Ofsted. The Council must notify GMCA of the date of the meeting at which Ofsted give feedback on the inspection and allow GMCA’s nominated representative to attend the meeting. The Council must confirm to GMCA in writing of the outcome of the inspection within 5 working days of receiving the feedback from Ofsted. 3.2 Ofsted may, at any time during the Grant Term, undertake an inspection of the Council. GMCA will consider the outcome of any such inspection as follows: 3.2.1 Where Ofsted has assessed the Provision to Learners delivered by the Council to be inadequate in any sector specific areas, GMCA may, in its absolute discretion take one or more of the following actions: (i) require the Council to accept and comply with additional obligations relating to the improvement of the Provision to Learners assessed as inadequate; and/or (ii) require the Provider to suspend the recruitment of Learners to, and/or to cap any growth in, the Provision to Learners which is assessed as inadequate; and/or (iii) give consideration to the Provision to Learners which is assessed as inadequate in its future allocations of Devolved GM AEB to the Council when finalising the amount of Devolved GM AEB Funding to be awarded to the Council in any subsequent agreement for grant funding or contract for services between the Parties; and/or (iv) reduce, suspend or recover payments of ▇▇▇▇▇ made by GMCA to the Council in respect of that part of the Provision to Learners assessed as inadequate; and/or (v) terminate this Agreement in accordance with Schedule 3 (Breach and Termination). 3.2.2 Where GMCA is made aware that Ofsted has provisionally assessed the Provision to Learners delivered by the Council to be inadequate overall, GMCA may, in its absolute discretion take one or more of the following actions: (i) require the Council to accept and comply with temporary additional obligations relating to the improvement of the overall Provision to Learners, including but not limited to, requiring the Council to temporarily suspend the recruitment of Learners and/or temporarily cap any growth in the Provision to Learners which is assessed as inadequate.
