NORTHWEST TERRITORIES. In the Northwest Territories, most First Nations governments with land-claim settlements have finalized their own land-use plans. And while land-claim negotiations continue with First Nations in the southern part of the NWT, the territorial govern- ment is completing a series of regulations to bring its first stand- alone mining act into force. In April 2014, the NWT government signed a devolution deal with the federal government, which transferred management authority over public lands and mineral development to the xxxxx- xxxx. The NWT passed its own Mineral Resources Act in 2019, but it will not become law until its regulations are approved. Xxxxxx Xxxxxx, deputy minister of the Industry, Tourism and Investment department, said the government is hoping to complete these rules before the end of the life of the current Legislative Assembly next fall. What can junior miners expect? The new regulations will cod- ify into law the socioeconomic agreements companies sign with the government related to local hiring and contracting commit- ments, as well as impact benefit agreements. The government will not define the terms of these agreements, Xxxxxx said, but instead ensure they are part of the checklist companies must go through before bringing a mine into production. The NWT will also move to online map-staking, which, Xxxxxx noted, industry desperately wants. “We know now financing is very challenging, so by going out and doing physical staking on the ground, that takes up part of people’s budgets,” she said. This online system would also notify Indigenous governments when mineral claims are staked on their territory and provide a trans- parent forum to the public. “That is something that modernizes our territory.” Proposed regulations will also allow companies to count expenses for consultation and engagement work with Indigenous communities and governments towards their assessment credits.
