Non-Collusion and Acceptance. To assist workers impacted by the COVID-19 pandemic, the State has determined it is necessary to expand education and training opportunities for both individuals and employers by building on already successful programs, by marketing those programs to Hoosiers impacted by the pandemic, with a focus on those that have been displaced, and by finding ways to help Hoosiers connect to job opportunities. The goal of the Rapid Recovery for a Better Future initiative is to help Hoosiers get a new job fast or skill up for a better job and dramatically improve their standard of living. We propose the following spending plan for any new federal funds made available, understanding that we must scale up or down depending on funding levels:
