No Layoff to Compensate for Overtime. ‌ Employees shall not be required to layoff during regular hours to equalize any overtime worked. Right to Refuse Overtime‌ All employees shall have the right to refuse to work overtime, except when required to do so in emergency situations, without being subject to disciplinary action for so refusing. An employee on standby shall not have the right to refuse callout for overtime work. Where all employees within the seniority block have refused to work overtime, then excluded personnel may be designated to perform the overtime work required.
