New Bargaining Unit Employees. In the event of a layoff, an individual who enters the bargaining unit between periodic Performance Management exercises shall automatically be assigned a retention rating of Category C until assigned a Performance Management rating, which shall be given no less than six (6) months after entering the Bargaining Unit. After being assigned a Performance Management rating, the rating shall be used until the employee has two or more ratings that could be averaged.

However, a new employee with substantial prior experience or advanced credentials may be hired at a higher level.
