A PJM Zone shall mean a transmission zone as shown in PJM Tariff, Attachment J. Rate Design shall mean the design of the rates to recover a Transmission Owner\u2019s revenue requirement with respect to its Transmission Facilities or other amounts as authorized by FERC, including without limitation applicable incentives and a reasonable return.
