The parties agree that notice of proposed Agency wide or 2 or more national components (national components are defined in Section 3, A) changes, will be dealt with by the parties at the National level. For notification at the National level, the designated Management representative will provide timely electronic notice of management initiated change(s) to each member of the AFGE General Committee. The notice will be considered received on the first workday after the day of transmission of the e-mail.
