Merit Raises. Employer merit pay systems based on performance must be fair and equitable and apply to all bargaining unit positions with the same percentage increase provided to classified non-bargaining unit Aviation Authority employees. Where an employee is denied a merit increase, he/she shall be informed of the reasons in writing.
