Merit Promotion. The Merit Promotion Program affecting bargaining unit positions shall be governed solely by the provisions of this Agreement, Departmental Regulation ▇▇▇▇-▇▇▇-▇▇▇ and any other applicable USDA regulations, Government-wide regulations, and applicable laws. Previously-issued Rural Development Instructions shall not apply.
