Local Dialing. PARITY BellSouth shall provide local dialing parity As Described by the Act and required by FCC rules, regulations and policies. e.spire End Users shall not have to dial any greater number of digits than BellSouth End Users to complete the same call. In addition, e.spire End Users shall experience at least the same service quality as BellSouth End Users in terms of post-dial delay, call completion rate and transmission quality.
