CERTIFICATIONS 46 CALIFORNIA XXXXXX ACT DISCLOSURE STATEMENT California Government Code § 84308, commonly referred to as the “Xxxxxx Act,” precludes an Officer of a local government agency from participating in the award of a contract if he or she receives any political contributions totaling more than $250 in the 12 months preceding the pendency of the contract award, and for three months following the final decision, from the person or company awarded the contract. This prohibition applies to contributions to the Officer, or received by the Officer on behalf of any other Officer, or on behalf of any candidate for office or on behalf of any committee. EXHIBIT A - RFQ ATTACHMENT 2 BACKGROUND AND SCOPE OF SERVICES CONTRACT BACKGROUND The County of Yolo encompasses approximately 1,021 square miles. It includes the cities of Davis, West Sacramento, Xxxxxxx, and Woodland and the University of California at Davis. The population of the County is approximately 199,066 with all but 23,887 living in the incorporated cities. The County of Yolo Planning, Public Works and Environmental Services Department is responsible for construction, operation and maintenance of 757 miles of road. The road network includes 33 miles of arterials, 142 miles of collectors, 40 miles of residential roads and 542 miles of other rural roads. They carry a mixture of local and through commute, aggregate resource trucking, farm equipment movement, and farm to market traffic. The mission of the Planning, Public Works and Environmental Services Department is to preserve, enhance, and promote quality of life and public safety through the responsible development of reliable and sustainable infrastructure and services. One of the core functions and goals that most closely relates to this contract is to, “Maintain a safe, efficient, and fiscally manageable county road system.” The Public Works Division will have various road and bridge projects over the life of the contract. Services required may include topographic surveys for design; boundary surveys and research for right of way identification and acquisition; quality assurance and quantity calculation surveys for construction; control surveys for design or construction; boundary surveys for townships; preparation of record of surveys; and other surveys associated with operation, maintenance, and improvement of the Yolo County road and bridge network. The department is requesting proposers prepare a detailed description of their approach to several types of projects. The funding for the projects will be a combination of local, state and federal funding. The County will sign a five-year contract, and may choose to contract with more than one consulting firm. Proposers are encouraged to propose alternatives and additional details to the scope of work that would provide a more efficient way to provide the services requested.
