– LIEUTENANT PROMOTIONAL PROCESS i. Sergeants are eligible to compete for promotions to Lieutenant and will be evaluated in the same manner as external candidates. The Chief may elect to conduct a simultaneous test between Boise Police eligible Sergeants and external candidates. The Police Department shall select successful internal candidates first and must exhaust the internal candidate list prior to filling any vacancies that exist. If the Chief conducts a test that includes external candidates, the testing process shall be open to Boise Police Officers with six (6) years consecutive Boise Police service to compete with the external candidates. The Union will be afforded the ability to have a member of their choosing to audit the Lieutenant promotional process.
