Librarian III. A librarian may not normally be considered for appointment or promotion to the rank of Librarian III until they have had a minimum of five (5) years experience as a Librarian II, or has had equivalent experience. Time is a factor that enters into the evaluation of a candidate’s status. The Peer Evaluation Committee, Library Rank Promotion Committee, University Librarian (hereinafter called the Library) may recommend accelerating the unusually gifted member, whose professional performance and achievement in at least two (2) of the other areas listed below are considered by the Library to be significantly above their peers at the same stage of career. If evidence of continuing effective performance is not forthcoming, the Library may recommend that the candidate’s consideration for promotion be delayed beyond the normal time. Upon the decision in favour of promotion, the promotion shall become effective on the July 1st immediately after the consideration process has terminated. The primary criterion shall be professional performance; how well the librarian carries out the duties and responsibilities of the position held. Therefore, the successful candidate shall have a record of continuing effective performance. Performance shall be assessed with respect to the candidate's achievement of goals which have been mutually established between the candidate and the candidate's supervisor(s), and those duties documented in a job description. There should be clear promise of continuing professional development and demonstrated ability in areas of specialization and/or in an administrative capacity. With less weighting, the candidate's performance in the following three areas should also be considered: academic achievement and activities, including additional formal degrees, programmes of continuing education, teaching, research, publication; involvement in professional activities and participation in professional organizations, including serving on committees, the presentation of papers, organization of and participation in conferences, seminars, workshops; service to the Library and/or the University. For promotion to the rank of Librarian III, a candidate must demonstrate achievement in two of the three areas.

There should be clear evidence of continuing professional development and demonstrated ability to handle increased responsibilities. For the rank of Librarian III, the greatest weight shall be placed on academic qualifications, professional practice, and scholarly endeavours and/or professional development activity.

With less weighting one or more of the following criteria should also be considered: academic achievement and activities including additional formal degrees, programs of continuing education, teaching, research publication; involvement in professional activities and participation in professional organizations, including serving on committees, the presentation of papers, organization and participation in conferences, seminars, workshops; service to the Library and the University. This rank is the normal career rank for librarians.

Librarian III. A second master’s degree or the doctorate in librarianship or equivalent degree, and six (6) years or more of successful professional experience shall normally be required. A faculty member lacking the doctorate, equivalent degree, or second master’s degree shall have at least nine (9) years of successful professional experience. This is the lowest rank at which tenure may be awarded. Of those with Librarian III rank after July 1, 2000, only those initially hired in at this rank might not have yet attained tenure
Librarian III. A Librarian who holds this rank normally has met the criteria for Librarian II, has demonstrated effective performance of the responsibilities of the position, and has sustained and productive performance in academic and community service in OUC and in scholarly and professional activity.

There should be clear evidence of continuing professional development and demonstrated ability to handle increased responsibilities. The Librarian III will have pertinent qualifications such as a relevant post-graduate degree or equivalent in a pertinent subject field, and have made significant contributions to the library, the University, or the library community. The Member must submit evidence of continuing performance consistent with the rank of Librarian II in the following areas and evidence of clearly superior achievement in at least one (1) of the following areas: academic activities including scholarly endeavours; publication and teaching relevant to the library; service to the library, University service; or professional endeavours, including significant involvement in professional organizations. For the rank of Librarian III, the greatest weight shall be placed on academic qualifications, professional practice, and scholarly endeavours and/or professional development activity. One who is hired at the rank of Librarian III will be granted a permanent position after a minimum of two years of full time employment at Saint Xxxx University and having received a successful performance evaluation conducted by the LRC as set out under Article 16.10.
