Liberal leave. When an emergency determination is made to allow for liberal leave for non-temporary employees of a principal unit or in a specified geographic area at the beginning of a workday, employees are allowed to be absent for a portion of a workday or the entire workday and are charged paid leave (i.e., annual, compensatory or personal) or leave without pay as appropriate, for the period of absence. Employees who do not report to work under a liberal leave determination will not be penalized for unapproved absence. Employees must notify their work unit when they take liberal leave. Employees arriving late under a liberal leave determination will not be penalized for tardiness, but will be charged paid leave or leave without pay, as appropriate, for the period between the regular starting time and their arrival. When a liberal leave determination is announced during the course of a workday, employees will be allowed to leave the worksite, at their discretion after apprising their supervisor, and will be charged paid leave or leave without pay, as appropriate, for the period between their departure and the end of the regular workday. Exceptions to the liberal leave determination are employees designated as emergency essential who are required to work as needed.
Liberal leave. When an emergency condition is declared and liberal leave is announced for non-temporary, non-emergency essential employees, such employees may be absent for a portion of the workday or the entire workday; such absence will be charged to accrued annual, personal or compensatory leave, or leave without pay, if appropriate, for the period of absence. The employee is required to notify the Employer of the intention to take leave in such situations.
Liberal leave. A Chief Executive Officer (CEO) or designee may declare a policy of Liberal Leave in which case non-essential employees who fail to report to work, or who report late, or choose to leave early, because of dangerous traffic or highway conditions, hazardous weather, civil disorder or other circumstance not yet declared as an emergency shall be excused. Such excused absence must be charged to appropriate paid or unpaid leave.
Liberal leave. There are occasions when Norfolk Public Schools is open but because of extenuating circumstances groups of employees are not able to report. Normally these circumstances are weather related. (See Appendix F)
Liberal leave. At the District’s discretion, liberal leave may be offered to employees when weather conditions become hazardous or during an emergency. If liberal leave is offered, employees may utilize compensatory time or any other paid leave, except sick leave. During a liberal leave period, employees may also be “absent without pay” without being disciplined.
Liberal leave. When the President & CEO has announced a liberal leave policy, an employee wishing to be absent must call his or her manager to request annual leave. The manager may grant the leave even though it was not requested in advance. The leave will be charged to the employee’s annual leave account.
