Judicial Council’s Requirements and Description of the Work. Contractor shall provide the following services to maintain and support its extensive body of HotDocs document assembly programs: Provide a stable, user-friendly online platform to host between 100-150 live HotDocs programs (“templates”), and approximately 50 test programs. Program interviews consist of between 50 and 2,000 questions and populate from 5 to 35 forms per program. Support approximately 300,000 assemblies per year statewide using HotDocs Server®. Assembled form sets typically contain between 4 and 75 sheets of paper. Provide developer program management screens that allow users to view all programs, including key metadata, such as creation date and last modification date. Enable users to access the programs from the program management screen, as well as delete programs. Provide support for user management including middleware that allows HotDocs programs to be hosted on the HotDocs server. Provide 36 hours of phone and email support to Judicial Council program developers annually. Maintain the library of HotDocs templates; ensure that it remains compatible as HotDocs software is updated. Allows members of the public to complete a HotDocs program and print documents while remaining anonymous and not registering with the platform. Support registered users with secure login and password assistance. Enable users to register at the beginning or end of the session. Maintain answers generated by HotDocs automated interviews in a confidential encrypted cloud-based site by the following guidelines: information is purged immediately for anonymous users, by 6 months from the last usage of that automated interview for members of the public with registered accounts, and by 12 months from the last usage of that automated interview for court staff and legal services staff registered users. Provide capability for e-filing the documents, and XML data created by HotDocs and/or entered directly into the system via the e-filing workflow. Provide credit card payment processing. Provide prompt support to end users via email. Track support tickets and ensure 100% resolution of tickets. Provide reports in Excel that track usage of programs by quarter and year-to-date. Capability to offer direct user accounts for self-represented litigants and developer accounts for Judicial Council staff and other program developers. This online education must be self-directed education courses for Judicial Council staff education and continuing professional development, available on an on-demand basis, with each employee having their own individual account and log-in details. Contractor shall: provide a customizable (in terms of the number of courses and range of content) library of courses, which can be created and updated to meet the professional development needs of Judicial Council staff. The content of these courses should be updated periodically where relevant to ensure they remain current; the customized course content should be relevant and specific to the Judicial Council of California; provide core courses that are aligned with JCC standards, including the following list of required compliance courses: Sexual Harassment Prevention Training Workplace Violence Training provide additional courses for JCC employees to support their ongoing professional development with courses in topics areas which may include, but are not limited to: Communication Skills Employment Law Environmental/Workplace Health and Safety General/Professional Skills Personal Development Supervisory/Leadership Skills provide courses which contain assessment and/or review elements, both to ensure participants can get feedback and be evaluated on their learning, as well as to allow the organization to determine completion of courses and provide education credit accordingly. This reporting system must be flexible and customizable to provide data which can be uploaded to the JCC’s proprietary learning management system (LMS); have a customizable (to the JCC) LMS on which courses are hosted; be ready to deliver courses and be integrated with existing JCC systems by 2/1/2019, in order to be functional for the beginning of the organization’s new education cycle.
Judicial Council’s Requirements and Description of the Work. The Judicial Council of California (“Judicial Council”), chaired by the Chief Justice of California, is the primary policy making body of the California judicial system. The Emergency Planning and Security Coordination unit, within the office of Facilities Services, provides certain security services to the Superior Courts of California, including services related to electronic security systems. California courts occupy all 58 counties in the state. Most courthouses have some level of electronic security in place, including security video, access control, duress, and intercom systems. The systems vary greatly in age and condition. In order to plan and budget for necessary system replacements or refreshment, the consultants shall assist with the evaluation of the electronic security systems currently being used in the California courthouses and provide expertise in complex electronic security systems to provide consultation services necessary to evaluate the condition of and provide recommendations and options for refreshment or replacement of electronic security systems in court facilities throughout California. The responsible consultant shall be licensed to do business in California. All work shall be performed under and approved by an established, qualified, and experienced representative firm. Consultants team shall be comprised of staff familiar with electronic security systems, including but not limited to, security video, electronic access control, intercom, and wireless duress alarm systems. Consultant shall be familiar with the integration of the security systems described in this description of work. Consultant(s) will provide professional consulting services to the Judicial Council of California by assisting with the evaluation of existing electronic security systems and preparing a written report of findings related to the age, serviceability, maintenance recommendations, and estimated remaining lifespan. Consultant(s) will work with Judicial Council staff to develop schedules for court site visits. Consultant will visit court sites as necessary, coordinating with Judicial Council staff and/or court contacts, to conduct site visits and prepare evaluation reports. The upgrade to the studio should include the following but not necessarily be limited to: 3 3G-SDI high definition studio cameras complete with lenses with servo controller kit, teleprompters, HD viewfinders with tally lights, pedestals, camera control units and control panels. The video switcher, waveform/vectorscope monitors, teleprompting computer, closed-captioning encoder, character generator and Clear-Com system will need to be replaced. The Contractor shall be solely responsible for all construction means, methods, techniques, sequences and procedures and for coordinating all portions of the Work under the Contract. All aspects of the Project shall be subject to the inspection and approval of the State. Contractor guarantees to repair, replace, re-execute or otherwise correct any defect in workmanship, materials, or the like that fails to conform to the requirements of this Contract or that appears during the progress of the Work or within one year of final acceptance by the State.
