Issuance of Payments. A State Attorney General's opinion, dated February 10, 1992, addresses certain issues dealing with implementation of the Act. The Attorney General has concluded that funds must be on deposit prior to the issuance of payments. Therefore, the State shall use various funding techniques, including Pre-Issuance Funding, Average Clearance, and Estimated Clearance. Some programs may utilize more than one technique.
