Interstate Access Justification. The Engineer shall prepare an Interstate Access Justification Report (IAJR) in accordance with established FHWA procedures to document proposed changes in access to interstate highways. The request shall include an introduction and project background that describes the proposed project along with a statement of need. The request shall address the requirements outlined in the FHWA policy. The access request shall provide an explanation of how the request satisfies the policy requirements. Supporting analysis to illustrate how those requirements are met shall be included. The Engineer shall perform the following:
