Initial Visits. 72. Except as provided in Paragraph 74, by March 23, 2017, CORE teams shall make all reasonable efforts to complete an Initial Visit with every CORE eligible household. An Initial Visit for a CORE eligible household is deemed completed if one of the following is true:
