Influential is a specialized term that means certain scientific, financial or statistical information with respect to one or more critical issues in a "major rule," as such term is defined in the Small Business Regulatory Enforcement Fairness Act of 1996, that the agency can reasonably determine will have or does have a clear and substantial impact on important public policies or important private sector decisions.
